I found this recipe at Somewhere Splendid.
Ingredients:
Cupcakes
2 3/4 cups cake flour
1 2/3 cups cotton candy sugar (I used granulated sugar and dyed it blue)
3/4 tsp salt
1 TBsp baking powder
1 1/2 sticks unsalted butter (softened, cut into 1/2 sticks)
4 large egg whites, plus 1 whole egg
1 cup whole milk
3 tsp vanilla extract
Frosting
3 cups powdered sugar (sifted)
1 cup unsalted butter (softened)
1 tsp vanilla extract
1 package Duncan Hines Frosting Creations (I added this instead of cotton candy flavoring)
food coloring
How to make them:
Cupcakes
Preheat oven to 350 degrees.
Add the dry ingredients together in a bowl of a stand mixer, combine on slow speed until well blended.
Add the softened butter, one half stick at a time, allowing the butter to combine before adding the next.
With the mixer set at slow, add one egg white at a time followed by the whole egg, scraping down the sides and to ensure each egg white is completely incorporated before the next addition.
In a small separate bowl, whisk to combine the milk and vanilla extract.
Add the milk and vanilla mixture to the bowl of the butter and egg mixture in small portions, allowing the mixer to combine the liquid completely before continuing.
Scrap down the sides of the bowl again and continue to beat for an additional minute or two until batter is fluffy.
Fill the cupcake liners until they are 2/3 full, bake for 16-18 minutes or until toothpick comes out clean, set aside to cool.
Frosting
In a standing mixer, whisk together the powdered sugar and softened butter on low speed.
Once it becomes well blended, increas the speed to medium until mixture becomes fluffy.
Add vanilla and cotton candy Frosting Creations, food coloring, and cream.
Beat on medium until well incorporated, about 1-2 minutes.
Frost cupcakes and garnish with pre-made cotton candy, sprinkles, or a jelly bean (like me), Enjoy!
